Doreen Brown was absent from the planning meeting this month. Item number 8 was moved from consent into the agenda, number 9 was removed, and the agenda was adopted. The previous meeting minutes were approved. No one was signed up for public comment. The only people in attendance besides my self and one other were the representatives for the items on the agenda.
Ceagus Clark, city planning director, started the discussion on this item. It was approved in 2021. It started over 120 units and is now 113 units with commercial space. This will be similar to Sage Road with the assisted living (commercial) and the homes next to it. It has laid dormant, but they were continuing to work on the project and are now ready to go. Alderman Wall asked if anything had changed. Clark stated that nothing has changed, the property is being sold, but the plan is the same. Approved
9. Item # 2 The Village at White House/Steven E. Artz & Associates: Requests Final Plat Approval for a 21-lot single family development. Property is referenced as Robertson County Tax Map 095, Parcel 117.01 & 117.00. Property is zoned R-15, Medium Density Residential and is located at the corner of Pleasant Grove Road and Pisnon Lane.
10.Individual Review of Agenda Items
a. Item # 3 7-Brew Coffee/Toth & Associates: Requests Site Plan Approval for a 510 sq ft building and 238 sq ft remote cooler building. Property is referenced as Robertson County Tax Map 106, Parcel 098.01. Property is zoned C-2, General Commercial and is located at 355 Hester Drive.


Clark began that this is a new coffee shop and they have one in Goodlettsville. It is drive thru only with no walk up or inside service. They will share the drive with Hardee’s and will not have access on Hester. The trucks will no longer be able to park at the Hardee’s. Wall stated that the property reaches to Hester, why won’t they have access on Hester. The representative answered that there are massive topographic and storm water issues on that side of the property, and they will only be using the northeast corner of the lot. Dolly Peay asked why they needed to share, and couldn’t they put an entrance on Hester. The rep answered that they would need to build a bridge over the storm water issues. Clark added that they are asking for a variance for the sidewalk. Since it is drive thru only, they are asking to remove the requirement for a sidewalk. The rep reitereated that there is no walk up traffic at all. Tim Murphy asked if they will be able to pull customers from the interstate. They are trying to do that by getting on the sign on I65. Peay asked how long their driveway was. It will be a 300 foot driveway, but their shop is modeled after Chik-fi-A. They will have servers in the drive with ipads taking orders. It will be 4 minutes from order to coffee in hand. The staff will have heated vests in the winter and there will be heat under the overhangs. Approved
b. Item # 4 Advanex/Denham-Blythe Company, Inc.: Requests Site Plan Approval for a 59,535 sq ft expansion to the existing 40,450 sq ft facility. Property is referenced as Robertson County Tax Map 106, Parcel 187.02. Property is zoned I-2, Heavy Industrial, and is located at 514 Hester Drive.
This is the Advantex expansion and has been in the works since they relocated to White House. They are asking for 57k square foot building where 30k will be manufacturing and 27k will be storage. They are working with the fire marshal on this expansion. Mayor Corbitt asked how many jobs and what kind of incomes will it bring in. It should be about 50 jobs in the $65k range. They make metal springs, 75% of which go to the medical field. Jennifer Collado asked if they will be storing any chemicals. The answer was no. Daniel Whited, commission chair, asked if it aligned with storm water. The answer was yes. Collado asked about the tree canopy between the building and the apartments. The developer stated that they are not removing any tress. Collado asked about waste and or dumpsters. None of those things will be added to this building. City administrator Herman added that they have been good for the community, even participating in the Christmas parade. The representative added that they are very grateful to White House and are now moving their corporate headquarters from California to Tennessee. Approved
c. Item # 5 (Withdrawn from the April 14, 2025 Meeting) Clif Garrett Drive Retail/Klober Engineering: Requests Site Plan Approval for a proposed 1,600 sq ft office/retail center. Property is referenced as Sumner County Tax Map 077I, Group B, Parcel 004.00. Property is zoned C-1, Central Business District and is located at 158 Clif Garrett Drive.


This property is next to The BBQ Place. They are wanting to build a 1600 square foot building. They needed elevations before they could come before the board, and they have provided those now. The city had asked for clarification on the brick, and that was provided in the packet. The owner could not be at the meeting as he was in East TN helping with hurricane relief. The representative in attendance stated that they are only looking for a variance on the sidewalk. They are only using 1/3 of the lot due to storm water, so they would like to only run the sidewalk to the parking lot. They will only have 8 parking spots since this will be light office space. Murphy stated it would be good for The BBQ Place to have more business back there. The rep added that this is the only size building that can be added because of the storm water issues. Approved with sidewalk variance.
d. Item # 6 (Withdrawn from the April 14, 2025 Meeting) Highway 31W Restaurant/Retail/Klober Engineering: Requests Site Plan Approval for a proposed 4,000 sq ft mixed use space including a 1,500 sq ft restaurant space and 2,50 sq ft retail space. Property is referenced as Sumner County Tax Map 077P, Group A, Parcel 008.03. Property is zoned C-2, General Commercial and is located at 2904 Highway 31W


This is in regards to the property in front of Bargain Hunt which will be the new site for Goodwill. Currently they do not have access on 31W, but in the plans have a right in and right only entrance. There is about 25 parking spaces for the 4k square foot building. El Ranchero has plans to occupy 1500 square feet of this space. Herman asked if they will have access to the rest of the parking lot. They will not. When asked about the parking situation, the answer was that the 25 spaces meets the minimum requirements for a building such as this. Only 1500 square feet is restaurant, the rest is retail. Corbitt asked how they would curtain people from turning left onto 31W. The representative stated that TDOT would set the design standard, and they cannot raise the cement any higher without causing a collision point. Collado asked if they could remove the right in right out entirely. The rep stated that they would have to work with TDOT. Collado is concerned that this entrance/exit will stop the flow of traffic on 31W. Herman added that TDOT will be involved with turn lanes on 31W as the corner of Raymond Hirsch and 31W is developed, and the sidewalks on 31 will also begin with the state grant. The turn lane will only be for the signal, but it should double in length. Herman asked if if this is owned by the same people as the Bargain Hunt. No, Mr. Patel owns this piece of property, but they can have shared access. Whited asked if it could be an exit only onto 31W with trucks coming in the shared drive on Raymond Hirsch. City engineer Jason Reynolds added that TDOT will need to review and approve anything that is done, and they have been aggressive in what they have done. Murphy asked if TDOT would make the decision for us. Reynolds stated that it will be decided at the meeting with them, but they appreciate city input and will want to see what the city has approved. The rep added that they would be open to approval on the contingency of a right in only and have that reviewed during construction plans. The question was posed as to whether or not they needed an exit on 31W at all. Reynolds stated that if the city does not want an exit or entrance on 31W they should state that now. There will be a lengthy conversation with TDOT regarding this, and the input from the city that comes now will be their starting point. Collado added that there are too many concerns with traffic on 31W. Approved with entrance/exit on 31W eliminated
e. Item # 7 Public Hearing Illarramendi & Williams Subdivision/Cornerstone Development Services: Request Recommendation to the Board of Mayor and Aldermen to rezone 0.67 acres from R-20, Low Density Residential to C-2, General Commercial. Property is referenced as Sumner County Tax Map 097, Parcel 3.01. Property is located at 2786 B. Highway 31W.


This is the first part in the two steps of items 7 and 8. There was a lot of discussion and confusion over this item. There is a small part of these properties that is still zoned R-20. Most of the parcels are C-2. The owner is asking that the last .67 acres be rezoned to C-2 to match the other properties. Behind and in front of the property is C-2. After much discussion the conclusion is, this will be sold to the batting cages in order to expand their business. The rezone needs to happen before the parcel can be combined. Approved
f. Item # 8 Illarramendi & Williams Subdivision/Cornerstone Development Service: Requests Final Plat Approval to consolidate (3) three parcels into one, and adjust an existing lot line. Property is referenced as Sumner County Tax Map 097, Parcels 001.00, 002.00, 00201, and 003.01. Property is zoned C-2, General Commercial and R-20, Low Density Residential and is located at 2780 Highway 31W Once the zoning was changed for the .67 acres in #7, the new parcels needed to be approved. Approved.

Thanks Nikki. This concerns me again, coming through the light on 31 heading down Raymond Hirsch, the light can back up traffic in to the 31 intersection certain times of day because you have no visibility as to traffic turning into to Twin Springs at that Raymond Hirsch entrance and traffic entering and exiting from All Seasons. Often there is more than one car turning but they are stopped by people coming in to town on Raymond Hirsch, especially during school dismissal times. I’ll speak to John about it and see if they know, or what they know about smoothing that out.
