Missing from this month’s meeting was Jennifer Collado, Doreen Brown, and chair- Daniel Whited. One change was made to the agenda. Item six was removed as the storage company was still working with engineering. Agenda was approved as were the minutes from the previous month. Jerry Cornett of Volunteer Drive spoke during public comments. He had a meeting with the city and his alderman in February concerning Jackson Farms. 13/19 of his neighbors signed paperwork asking that Volunteer Drive be kept closed and not connected to the new subdivision.

Item # 3 Cider Grove-Raymond Hirsch CPUD/Kimley Horn: Request FMDP revision regarding lots 6 & 7 that were combined and revised to lot 6.
Numbers 3 & 4 were discussed at the same time. The developer wants to combine lots 6 & 7. Lot 3 is being changed and TDOT had to be involved with that. Ceagus Clark, planning director, spoke to this. TDOT recommended that the entrance on lot 3 be lined up with the entrance of Twin Springs on the south side of 31W. The developer purchased an extra 1/8 of an acre to make this possible, combining it with lot 3, the reason it has to come before the board. This change had to be made at the planning commission. Alderman Wall asked about a red light. TDOT said that it was not warranted. This entrance is only 600 feet from the light at Raymond Hirsch. Wall asked what is going in to lot 3. That is unknown at this point. Mayor Corbitt added that they will need access to the spot, but if TDOT does not warrant a signal, the city cannot force one. Clark added that there has been extensive conversations with TDOT on these properties. Wall stated that he is concerned because of what has happened in the past. Dolly Peay also said that it is too close to the Raymond Hirsch light to be added. City administrator Herman also said that each site plan will have to have include entrances and exits dealing with the traffic. Peay asked if changes could me made later. Clark stated that each site plan will have to be approved, but the PUD has already been approved. Wall asked about how the traffic will work with the McDonald’s going in there. Herman reminded him that McDonald’s has not yet come to the board with a site plan. Corbitt said he does not want to see White House look like Nashville with a light every 600 feet. He added that the minimum distance from one light to the next is generally 600-700 feet. City engineer Jason Reynolds said that the left turn entries are what TDOT was concerned about. TDOT stated that this new plan actually makes it better than before and prevents the state from having to do more work on 31W. Acquiring that 1/8 acre improves this lot and allows for a left turn lane. Tim Murphy added that if TDOT says no light required, the city can’t require it. Herman reminded the board they needed to vote on #3 before #4. Approved.
Item # 4 Cider Grove-Lot 3 Raymond Hirsch CPUD/Kimley Horn: Request Site Plan approval for lot 3 of the commercial subdivision. Property is referenced as Robertson County Tax Map 107I, Parcel 74 and 107I, Parcel 75. Property is zoned CPUD, Commercial Planned Unit Development and is located at 2931 Highway 31W. Owner: Shrihari, LLC Clark reminded the board that this is a final plat, not a site plan. Discussed above at length. Approved.
Item # 5 HCA TriStar Hendersonville Medical Center/Ingram Civil Engineering Group: Request Site Development Plan for a proposed 11,000 square foot free standing emergency room. Property is referenced as Robertson County Tax Map 107I, Parcel 77, and is located at 2929 Highway 31W. Property is zoned CPUD, Commercial Planned Unit Development
Herman asked about elevations in the plan. Clark said that they are included. This plan is similar to the one in Antioch by the outlet mall. It’s a standard design. They have added more buffers in there around the building. Wall asked about a turn lane on Raymond Hirsch. Reynolds said that they are still in discussions about that. Peay asked if the developer was paying for that, the answer was yes. Approved
Item # 6 Sage Road Storage Facility/Dewey Engineering: Request Site Plan Approval for a storage facility consisting of the addition of 64,030 square feet of multiple storage facilities and associated infrastructure. The facility is in an addition to the existing adjacent storage facility to the south on parcel 190.05. Property is referenced as Robertson County Tax Map 106, Parcel 190.00. Property is zoned C-4, Office Professional Service District and is located at Sage Road. Owner: Sage Road Self Storage Partners, LLC.
Item # 7 Pinson Pointe Townhomes: Request Final Plat Approval. Property is referenced as Robertson County Tax Map 95, Parcel 119 and is located at intersection of Pinson Lane and Pleasant Grove Road. Property is zoned R-15, Medium Density Residential. Owner: Next Chapter Development, LLC.
This property began construction and didn’t realize that they had not received approval on their construction plans. Someone asked when this was approved. The answer was early 2022 or late 2021. Approved.
Item # 8 Moss Farms (Jackson Farms): Staff Request FMDP amendment regarding road closure at Volunteer Drive Clark started with the fact that the neighbors met with the city to discuss the traffic concerns they had with Volunteer Dr. being used as a cut through from Bill Moss. The developer put up a barricade to stop traffic while the subdivision was under construction. The city had a traffic calming meeting nad reached out to the developer. They were asked to put in a gate, or a hammerhead at Volunteer for fire truck access. The developer was going to put sidewalks in down Volunteer. The residents asked for no sidewalks, but for Volunteer to be paved. Herman stated that the changes were outside of the scope of the planning department to make the changes, so these had to come before the board. The developer will pave Volunteer from the new subdivision to Wilkinson. This will be the best option as connecting the roads would be problematic for traffic. Peay reierated that there will not be a cut through from Bill Moss to Volunteer. No was the answer. Murphy added that this is a perfect example of what happens when citizens get involved and work with the local government. Approved.

I never understood why the entrance on Twin Springs was put so close to the light almost directly across from the entrance to Bargain Hunt, aesthetically it might work great but driving it, you’d better be paying attention That light is already tricky, it has a short yellow considering the speed limit there is 40, it’s tricky if someone is turning in to First Horizon Bank and you’re not paying full attention two or three cars up, and then you come up on someone that hasn’t utilized their flashers soon enough and turning in to Twin Springs. It would’ve made more sense to make the Twin Springs entrance down by the mountain of dirt that they left when they first constructed just down the road a bit. Makes me crazy to think how traffic will back up when there is a wreck there because it will affect every aspect of that 4 way. I don’t understand why builders don’t see the issues with these things, I guess because they don’t live here? Not sure, or they have the last decades traffic in mind, but we are certainly no longer there. Thanks Nikki. I appreciate all you do and the level of detail for sure!
