After having a month with nothing on the agenda, the June agenda had 11 items for the planning commission to discuss. All board members were in attendance last night. This meeting was the last time the board meets in the old building. There were just shy of 40 people in attendance.
The first three items on the agenda were consent items.
Item #1 Fields at Oakwood-Phase 2.1:Requests subdivision bond extension. Approved
Item # 2 Summerlin Phase 6: Requests subdivision bond extension. Approved
Item # 3 Villas at Honey Run Springs:Requests subdivision bond reduction. Approved
Item #4 Burrus Ridge/Kiser Vogrin Design: Requests Recommendation to the Board of Mayor and Aldermen to rezone 412.66 acres from R-20, Low-Density Residential to SRPUD, Suburban Residential Planned Unit Development. Request is further made for Preliminary Master Development Plan Approval for 959 single family lots. Property is referenced as Robertson County Tax Map 117, Parcel 008.00. Property is located at New Hall Road.Owner: Walton Tennessee, LLC This had been deferred in April in order for Lennar Homes to hold a community meeting. (you can find notes from that meeting on this Substack) Several people from Lennar’s team were back in front of the planning commission. The representative that spoke first was a woman from Lennar. (I could not hear her name, I apologize) She let the board know that they had been meeting with the city, the county, and were looking into meeting with the state about the traffic issues on New Hall Road and HWY 76. The meeting with the county was set to take place next week. She stated that all traffic improvements need to be made, even if they were not to build on this property. In their documents, she showed where they are willing to put up $2.3 million towards signals, lanes, and turn lanes.

The $2.3 million would be distributed as “payment in lieu of,” or Lennar would complete the work. Keven Sturgill of Lennar stated that they would guarantee with a letter of credit.
The questions then turned to cost overrun. Lennar is committed to $2.3 mil only at this point. The costs are only estimates of what they need to do. Hutson asked if they had a list of who is responsible for what. He asked for a detailed list of state, county, city, and builder responsibilities. Sturgill stated that they had yet to meet with the county again, but were doing so. They really could not answer those questions because of the unknowns with easements and properties along the various roads. Tim Murphy suggested that they add “actual cost,” to the numbers they are giving to the city. Sturgill stated that they have never done something like that before. Murphy also asked if all the work could be done first. Sturgill was unsure of that as well since Lennar may not be able to do the work themselves and other entities were involved. At this point, chairman McCormick asked the board if this was a project that the city was interested in. If they were not interested, it would be unfair to send them to the county and the state to obtain more traffic update timelines. Clif Hutson asked how many homes they could build on the current R-20 zoning. McCormick stated 650-700. Murphy asked if they would be willing to build larger homes on larger lots. Sturgill stated that they have larger and more expensive homes in this plan. Hutson asked what number homes would Lennar be willing to drop to and still take care of the traffic. Sturgill stated 899. (current plan is 959) Burrus Ridge was denied request for zoning change from R-20 to SRPUD, unanimously.
Item #5- Requests Recommendation to the Board of Mayor and Aldermen to amend the Zoning Ordinance, Article V, Section 5.053.2, C-2, General Commercial, B. Permitted Uses, Animal Care and Veterinary to move the permitted use to Article V, Section 5.054.1, I-1, Light Industrial, B. Permitted Uses.- This recommendation is to move kennels out of the general commercial zone into light industrial zones. House of Paws on 31W (corrected address) receives noise complaints from the neighbors. This would still allow vet clinics to be in the general commercial zones with special exceptions. This was approved. House of Paws will not need to move. They will be grandfathered in.
Item #6- Requests Recommendation to the Board of Mayor and Aldermen to amend the Zoning Ordinance, Article V, Section 5.053.2, C-2, General Commercial, B. Permitted Uses,Motor Vehicle Service And Repair, Minor and Motor Vehicle Service and Repair,Major to move to C., Uses Permitted as Special Exceptions. This was approved. They have decided that major auto repair should not be allowed in general commercial zones. There would be special exceptions if they meet certain design elements. This would only affect body shops and major repair shops not businesses like ExpressLube.
Item #7- This item was not on the agenda posted online so I do not have this item. I apologize. I could not hear any of the discussion on this item other than it had to do with industrial overlay. It was deferred.
Item #8- Pinson Pointe Townhomes/Lose Design: Requests Final Master Development Plan Approval for 45 townhomes. Property is referenced as Robertson County Tax Map 095, Parcel 119.00. Property is zoned NCRPUD, Neighborhood Center Residential Planned Unit Development and is located at Pinson Lane.Owner: Next-Chapter Development LLC These townhomes were already approved months ago. This was simply the final master plan. Approved.
Item #9- White House Recreation Center/HFR Design: Requests Site Plan Approval for a 70,800 square foot recreation center. Property is referenced as Sumner County Tax Map 77, Part of Parcel 73. Property is zoned C-6, Town Center Commercial Center Commercial District and is located at southeastern corner of Highway 31W and College Street. Again just final plans- Approved.
Item #10-Music City RV Resort/Rhodes Engineering and Environmental Services: Requests Site Plan Approval for a campground consisting of 12 acres. Property is referenced as Robertson County Tax Map 106, Parcel 184.00. Property is zonedI-1, Light Industrial and is located at 2889 Union Road.Owner: Cox Exchange 2021, LLC The discussion on this property mostly revolved around the access road. The plan is for 125 RV units. Each unit would have sewer and electric. The sewer plan was approved by the water and sewer department. The access road is one way. There would be an entrance into the park, and an exit out of the park. The traffic study states there are only 933 cars a day on Union Road and they would not add to the traffic problem. They were asked if an RV can turn out of the property and stay in its lane. The engineer assured the board they could. The fire chief stated that the road in the park needs to be asphalt, concrete, or another surface that could hold fire equipment up to 75k lbs. Currently the plan for the park’s road is 8 inches of crusher run. The board and the engineer went back and forth about ordinances and fire codes. The road needs to be dustless and meet fire code. The owner and engineer were both willing to look at options for the road and possibly a special exception for RV parks. This was approved. Martha Wilkinson voted no. Approved with understanding that roads will be addressed in other plans.
Item #11- Holy Ground Coffeehouse/Evergreen Sites Solutions: Requests Site Plan Approval for a 1,675 square foot commercial building. Property is referenced as Robertson County Tax Map 107H, Group A, Parcel 19.00. Property is zoned C-1, Central Business District and is located at 400 Highway 76. Owner: Abigail Tull This coffee shop is in the house next to Rick’s Cigar Shop. Their plan includes a sidewalk along Kennedy street. Everyone agreed that the trees along Kennedy need to stay. Most of the concern with this property is the drive thru and traffic patterns. The plan includes a drive thru, and another entrance into the parking lot. There would be two entrances and one exit. The city engineer has concerns about traffic backing up to HWY 76. The audience was not privy to the plans, so I cannot attest to what the parking lot will look like. This was approved as well knowing that parking would be addressed in the plans with the city engineer.
