Full disclosure, I was unable to attend this meeting. Thankfully, another citizen of the White House was able to attend and record it for me.
The first six items on the agenda were all bond extensions. They were all approved. Item #7 was withdrawn. It seems they are still in discussions and not yet ready to bring this item to the board.
Item #8 was deferred last month. In June there were changes made to the city ordinance to include auto sales in this zoning. Often a large auto sales company will also have major and minor auto repair on site. The city planner is trying to set the ordinances so that if one of these comes to town, the zoning and rules are in place.
Passed unanimously.
Item # 9 Calista Farms: Requests Final Master Development Plan Approval for 305 single family lots. Property is referenced as Robertson County Tax Map 096, Parcels 32 and 33. Property is zoned SRPUD, Suburban Residential Planned Unit Development and is located at Calista Road. Owner: Stage Coach Development
Tim Murphy asked if this development was part of the 5300 already approved in White House. Mr. Clark stated yes. The builder has turned in their plans for the property. There are no changes. Looking at the plans, Hutson asked about buffers. It was unclear as to what the question was, but Clark added that the request was not unreasonable and he would get back to the builder with it. Clark reminds the board that the developer has promised $500k toward improvements on Calista. The money has not yet been collected. The permits are not tied to phase one of road improvements. The improvements were approved through resolution, and will be done in phases. Calista was in need of improvements before the extra houses were approved according to the city engineer. Peay asked which phase road improvements were to start. Clark was unsure. City administrator Herman piped in and stated that Phase 1 of Calista Road improvements are Wilkinson to Bill Moss, Phase 2 is Indian Ridge Blvd to Wilkinson, Phase 3 is Bill Moss to Concord Springs. Herman also added that Bill Moss is required to continue through the Calista Farms subdivision, and that it will eventually connect to 31W. All subdivisions will connect with sidewalks. They will all end up connecting to Indian Ridge and to the city park. McCormick reminded the board that this was a controversial subdivision and these improvements need to be made. The city didn’t request road improvements tied to development on this project. Stage Coach gave $500k which Herman chuckled that it wasn’t much at this point. The city engineer hasn’t started the improvement plans. Herman says that money will budgeted this next year for the planning phase of Calista Road improvements. This subdivision was approved in 2009. It reverted to R-20, but it was approved back to SRPUD in September of last year with the added 34 acres. The builder states that this is a 3-4 year project, but currently they are waiting 6-8 months for transformers. Herman states they are looking at 50 units a year. Everything takes a while to get going. Herman says this will give us time to make improvements and this will go on the list of projects. The builder states that there are less homes than originally planned and the roadway into the subdivision will be wider. McCormick would like a status update on the Calista Road improvements.

State requires four hours of training for the planning board. Clark wanted to make sure that all members got the email and had signed up for training in October.
Also, Clark has created a development tracker for the board and the citizens of White House. It will be released in the next couple of weeks. It’s a dashboard based off of an excel spreadsheet. It will include units approved and units built. Currently Clark states that since 2019 there have been 90 units built, NOT including The Parks. The Parks began in 2018. Clark hasn’t seen a housing request in a while. Most of the requests coming across his desk are commercial. This dashboard will be on the White House website.
Next week Herman will be giving a presentation at the Chamber meeting at the city hall. He will be updating the citizens on the city.
