The board meeting started as all do with a prayer and the pledge of allegiance. The agenda and the minutes from last month were both approved. After the visitors were welcomed, the first proclamation was made. The 11U baseball team from White House was recognized for their win at the Cal Ripkin State Tournament. They beat West Nashville on July 3rd to take home the title.
The next proclamation made was to declare September 17-23rd as constitution week. It has been 235 years since the Constitution of the United States was adopted. The daughters of the American Revolution were there to accept the proclamation from the mayor.
9. Public Hearings a. Ordinance 22-12: An ordinance amending the Zoning Ordinance Article IV, Section 4.070, Standards for Signs- No one spoke
10. Communication from Mayor, Aldermen, City Attorney, and City Administrator- Mr. Herman stated the the town center water line was complete. There were photos on the screens in the meeting room of the pipe that is now in the ground. The treatment plant is progressing. I was unable to locate the video, but there are still shots on the city’s Facebook page.
The old city hall has been disconnected from utilities except for the gym. The fire department has used the building for training exercises. The WH police department will be utilizing the building for active shooter training. There are only a few items left to be removed before demolition. The credit union has removed their ATM, and has given permission for the city to take down the building that housed it. Sage Road is still not moving along as it should. Notice has been sent to the bond holder, and City Attorney Webb will be contacting them on Monday to follow up.

a. Ordinance 22-12: An ordinance amending the Zoning Ordinance Article IV, Section 4.070, Standards for Signs. Second Reading. This ordinance deals with political signs during election season. “Such signs may be displayed for a period of thirty (30)sixty (60) days prior to any before the first day of early voting in any primary, special or general election. Political signs shall be allowed in all zoned districts, and must be removed within five (5) days following the relevant election.The bold is the new wording in the ordinance. Passed
b. Ordinance 22-13: An ordinance amending the Zoning Ordinance, Article V, Section 5.053.2, C-2 General Commercial. First Reading This ordinance is to move dog boarding facilities to light industrial zoning from general commercial zones. Currently there is a dog boarding facility that is causing issues for the residents nearby. This won’t solve their issue, but will curtail future issues with noise. All existing businesses will NOT be affected by the change in zoning. Hutson asked if there would be exceptions for properties with more acreage. Herman state that the noise can be an issue 100’s of feet away. Clark, city planning director, said there could be special exceptions in the future, but this particular issue has been going on now for three years and the zoning needs to be addressed. Passed.
14. Purchasing: a. To approve or reject the purchase of two (2) 2022 Ford Police Interceptor Utility Vehicles from the State contract #209 in the total amount of $73,758. The Police Chief recommends approval. AMENDED August 18, 2022, Agenda Page 2 of 2 Chief Brady spoke to this. They order two new vehicles per year for their department. They are ordering now hoping to get these vehicles by June of 2023. Herman stated that the money is held for these vehicles until they arrive. They are hoping for delivery before the end of the fiscal year. Supply chain issues have created problems receiving these vehicles. Passed
b. To approve or reject City Administrator to enter into a contractual agreement with Romach, Inc. for the construction of the Recreation Center and splash pad enclosure with a total bid of $23,148,000. The Parks and Recreation Director recommends approval. The rec center has already been approved. This is to accept the bid from Romach to begin construction. The bid came in under the $24 million that the city is allowed to borrow for the project. This bid includes a building at the splash pad to house the pumps and chemicals. In order to store the chemicals needed for the splash pad, the building needs to have robust duct work and needs to be made of wood since it will house acids. The building should add years to the pump as well. The design will match the other buildings on the campus. Bibb asked if they will be pre-ordering materials to lock in today’s prices. The engineer on this project stated that if this is approved tonight, Romach could begin ordering materials tomorrow. Passed
15. OtherBusiness: a. To approve or reject following TDOT’s Consultant Selection Policy in its entirety as a policy for all TDOT projects, and the selection of the evaluation committee consisting of the City Administrator, Public Services Director, Planning and Codes Director, Administrative Services Director, and Purchasing Coordinator. The City Administrator recommends approval. Herman stated that the city currently has an active grant for sidewalk construction on 31W and Raymond Hirsch. TDOT is requiring that they advertise for bids with letters of interest. TDOT wants a committee to look at engineering companies. TDOT requires a formal selection policy for such projects. Passed

What I learned at this meeting after the fact. While discussing my issue with finding a place for my cross country team to run, we were talking about the land behind Heritage High School. The city has been talking about a road cutting through that property to Pinson Road. This road would connect The Parks and Legacy Farms to the high school. When I asked the planning director about who was paying for the road, he stated that the school district and the city were partnering on the road. That is the only answer I received. If someone wanted to reach out to the Robertson County School District for more information on this, it would be greatly appreciated. I am hoping to get to that, but I coach cross country for Heritage Middle School and started and elementary cross country club as well. Fall tends to be busy.
